Is a BOQ the same as a final quotation?
No. A BOQ describes and quantifies work. A priced estimate adds rate assumptions. A final contract or quotation must also define commercial terms, inclusions, exclusions and responsibilities. Changes need to be reviewed against the agreed scope.
